I need a Tuner Card to record PAL video from a decoder (so so scart or composite) WITH ITS OWN PROCESSOR?

I need a PCI Tuner Card (since they're cheaper than USB) that has EU Scart input or composite input and if possible that it records in HIGH DEFINITION or at least DVD QUALITY. I also need it to have its own processor so I can use a fairly slow computer. Any ideas? Thanks|||I am using one from a company called Honestech which is of great quality with built in TVR functions and can record in DVD quality. I purchased this from http://www.geeks.com for under $40.00 (USD) I am not sure if it is PAL compatible, but I am sure they have some that are. Hope this helps
